First Trust , best known for its line of AlphaDEX ETFs that utilize quantitative analysis to select holdings poised for outperformance, is planning a pair of full-blown active ETFs. The proposed funds are the First Trust Developed International Markets AlphaDEX Fund and the First Trust Emerging Markets AlphaDEX Fund. The SEC filing notes that the funds will be actively-managed, and not seek to track the performance of a specified index.

Betty D. Brown needs help in finding some peace for a deceased unidentified Jane Doe found in Northampton County.
Brown, an advocate for the missing and unidentified in North Carolina, who lives in Winston-Salem, has worked for years seeking the identity of a child found behind a rest area on I-95 on Dec. 26, 1983.
She has been given the name Christmas Jane Doe.
"A rabbit hunter found her remains," she said.

On the second day of their business meeting NPPA's new national board of directors passed a $1.4 million annual budget, discussed and planned the future of NPPA's Web site, talked about how NPPA can attract new members and retain existing members, and voted on how to distribute Authors Coalition of America funds that NPPA received in 2009.
The majority of Sunday's meeting was consumed with studying the proposed $1.4 million budget.
The budget was amended once, to address the distribution of regional fun

NPPA's new national board of directors kicked off their two-day meeting at the NPPA offices in Durham today, and executive director Jim Straight told the panel that there's both good news an bad news to report.
"The good news is that we made it through a really rough 18 months," Straight said.
"But don't think we've seen the end of this. I think it's going to continue. The bad news is that the recovery of our industry is going to be slower than the general public's recovery, I think."

But Colonel Keith Squires, of the Utah Department of Public Safety, is in charge of earthquake planning for Utah and said it would be different here.
"We feel that, although there would be devastation in areas, the people will have already prepared themselves, especially from a government perspective, to get those resources where they need to be," said Squires.
The state spent millions renovating the capitol to withstand an earthquake 7.0 or above.

The Pentagon is moving aggressively to ensure that military members deployed overseas can cast votes in the 2010 midterm elections.
The Defense Department's Federal Voting Assistance program this week started its training program for voting assistance officers at military bases worldwide.
Based on a Pentagon directive, a voting assistance officer needs to be at every unit level.
